I had a similar issue when bringing my SIIA from Portugal to Germany =
earlier
this year. I think you should check with your T=DCV guy or his head =
office
again. If the vehicle did not have hazard lights when first registered =
you
will not need them now.

I had quite an experience with the police in summer regarding some of =
these
issues. I took my three  (3,6,8) kids for a short ride having no seat =
belts
or children's seats and got stopped. At first they did not believe me =
that
no safety device at all is required. When checking with their station =
they
confirmed this.

I have since fitted lap belts to two of the front seats, by the way, =
before
starting the discussion about safety belts again.
