The battery charge has no relation to the voltage.  Voltage
is measured across the terminals and should be about 13V
(12.5-13.5V).  The voltage across each cell should be 2V
and from the end cells to the terminal 1-1.5V, so the total
is (5x2) + (2x1.5) = 13V.  If a cell is burned out your voltage
drops accordingly.  If the voltage gets to around 7-9V your
starter solenoid will not kick on and just give you a click sound.

Measure battery charge by checking the electrolytic level
(acid level) with a hygrometer (the glass tube with the floating
bubbles).  It is possible to have all the cells charged to 75-100%
but because 1 or 2 cells are burned out, the voltage will not be
enough to get the starter going.  In either case, get a new
battery, especially if it is 3+ years old.

As to the low fuel pump frequency, it indicates that you have
filled the fuel bowl in the carburetor and the back pressure in
the fuel line is shutting the pump down.  If the fuel bowl is
empty, you will get rapid clicking.  As it fills, the pump will slow
down and eventually quit when full.  Thereafter the pump will
only click and pump as the fuel is being used.
