The pump pumping but not delivering sounds like a leak in the system.
Either the diaphragm in the pump, which you say you have replaced or
somewhere between the pump and the tank.  The most likely culprit is the
filter, perhaps a missing seal letting in air instead of pulling petrol
?  There are tests you can do on the pump to make sure it is pulling,
done with a small container of petrol and undoing fuel pipe between pump
and tank. Remember that you are putting petrol vapour near electrical
sparks though.
