I used to think that. I'm not so sure I do anymore.

That's exactly my point. That's what most perl programmers do. They
don't go to CPAN.

I think the distinction between these three things is less than some
people might think. (I'll also note, by the way, that CPAN is
theoretically about more than just modules - there's an entire scripts
section of CPAN as well). 

They're all tools to help you get your job done. Some require editing a
script and tweaking paramaters. Some require 'use'-ing a module and
passing parameters. So require getting a sysadmin to spend a week
trying to install an entire application. But they all pretty much have
the same end goal - making your life easier. Some just try to make it
easier than others.

I'd say exactly the same thing, but CPAN *is* that project on the
corner of the internet that seems perfectly findable and supported to the
community that knows about it. Everyone else is actually going to Google.
