I agree. I hate that some namespace-owners don't maintain their code and 
don't accept patches.

Tony Bowden made a valid argument when he said:

This is where the two-CPAN thing should be divided. Not according to 
'kwalitee', but by the maintenance commitment.

If I want to keep ownership of my modules, then I put them in one part 
of CPAN that is for active-development-by-owner. I then commit to 
accepting patches which might or might not be applied, but will be 
considered. I hear from my users and might or might not take their 
feedback into consideration. Whatever the case, I commit to maintaining 
my module. If I don't commit new code or respond to a (6 monthly?) 
email, then my modules slip into the second part of CPAN.

In the second part of CPAN, I upload the code and am listed as the 
originating contributor. However I have no commitment to the code. 
Someone who find that something doesn't work can then create and apply a 
patch to the module themselves without involving the originating 
contributor. This side of CPAN would have more stringent rules, for 
things such as versioning (eg 1.2.3: increase the (1) if you change the 
API, the (2) if you fix a bug and (3) if you change the test or 
documentation) and people depending on these modules would be advised to 
depend on a particular version as there's noone to complain to if 
someone else changes something.

There might (though I'm not a fan of it) be a third part of CPAN for 
'This is my module but I just used CPAN as a release tool'. This is the 
autocratic method of software release and where microsoft would release 
their perl modules. Anything released here does not accept test, 
comments, patches, suggestions or anything from the community.
