I don't know. I think it's more subtle. 

I think there's certainly a implication, even if explicitly denounced,
that low kwalitee = low value.

And thinking about it bit more, I think the push for 'kwalitee' is
certainly putting me off releasing some code. One of the other reasons
for not uploading my Kwiki->MediaWiki code is certainly that the tests
aren't as good as they should be and the documentation is non-existent.

This also factored into my code for creating the 'Currently Reading'
list on my blog, which based on the number of hits, backlinks, and people
who explicitly told me they're using the code, seems to be quite popular,
although I only ever posted snippets of it to my blog rather than dressing
it up for a CPAN release.

Why is this even a sensible goal? 

Why do we need someone to tell us what code is "good" and what code
isn't? 

Most users of CPAN code are professional programmers or suitable skilled
hackers who should be able to tell reasonably quickly by looking at the
code whether it does what they need. Why isn't that enough? 

Do we really need a Perl equivalent of the Nihil Obstat and Imprimatur?

Why is there *any* expectation of support just because something's on
CPAN? 

The CPAN FAQ listed from the front page of www.cpan.org has the following
section:

	How do I use module Foo::Bar, can you help? (a.k.a. Are you a helpdesk?)

	We at CPAN are not a helpdesk. We may point you towards a plethora of
	documentation to help you in your quest for knowledge but we cannot
	debug your code or read for you. We exist specifically to answer
	questions and solve problems relating directly to the functioning of the
	CPAN itself.

	In addition to the on-line documentation you might try the newsgroup
	comp.lang.perl.modules for help with a particular module. Also, looking
	at other code using the same module might prove enlightening.

The entire document is rather out of date in lots of ways, but I find it
fascinating that the suggestions they give for working out something
about a module do not even include "contact the author"!


I do think that one problem seems to be that a lot of users seem to have
a different idea of what level of support is implied by a CPAN release
than a lot of authors.
