I don't often look at release date when picking things out of CPAN 
to try.  But, if I download something from CPAN and start having 
problems with it, and then look at release date and see that it 
has been a long time since anything was done to it, and then look 
around CPAN some more and see many alternatives doing more or 
less the same thing, I wonder "Why is this module was still in 
CPAN?".  Housecleaning of abandoned and non-functioning modules 
doesn't seem to be something which happens.  It might happen, I 
am just unaware that it ever has.  (This is just generic about 
stuff on CPAN, and not about CDBI.)

I can easily see well written code as not requiring changes.  
However, there are other parts to a module which can probably 
still be worked on.  Having a good, meaningful set of tests is 
nice, and for the person writing the code, probably pretty easy 
to do (at least compared to the next things).  Having a few, good 
examples of working code is another thing which is useful.  But 
probably the hardest part is documentation, especially good 
documentation.  The code isn't always obvious.

I don't mind development being slow, or slower.  The idea behind 
having plugins into CDBI seems reasonable.  If the CDBI base is 
stable and plugins are easy to add, and work well, I think most 
people would be happy to use CDBI.  I came to CDBI from trying to 
get something working with CGI::Application, CGI::Builder and 
then Maypole.  I have something which is almost complete.  I 
probably could use other modules, or use the existing set 
involved with my app more correctly, if there was better 
documentation.  I would prefer to see CDBI stay in CPAN.
