Could it, perhaps, be something to do with the Phalanx project and others
saying that "code should have tests and documentation and is of lower
kwalitee if it doesn't" ?

Andy's take, which I ended up agreeing with, was that the CPAN works
because it does not try to establish any artificial barriers to entry thus
not discouraging people from contributing and becoming member of the
community and progressing from there.

Perhaps what is needed is a superCPAN that does only contain the quality,
pre-approved modules but there would be such a hoopla if someone tried to
create it that I suspect it would do more damage than good. Or going the
other way, a devCPAN that can be used to publish those one-shot bits of
code, like your Kwiki module you mentioned earlier, where support
expectations can be more easily managed.

I have no answers to these questions.
