Absolutely. I couldn't agree more on this point. I (might|almost)? wish 
CPAN had two testing areas: One from real people with real test results 
that they've read and checked that they didn't do something silly, and 
one for automated testing that I could choose to ignore. Right now, I 
have no idea what the testing systems have done with my modules as I get 
plenty of *real* feedback.

Personally I hate them. I wish each distribution could chose to use or 
exclude RT. DateTime (my main area of CPAN code) has it's own mailing 
list and community of developers. If you put something in RT, then I 
might or might not see it. If you submit it to the mailing list, then 
there's a dozen active developers that will tell you if the problem is 
with my module, some other module or with what the programmer is doing 
with the module.

Plus, I run RT on my own system for keeping track of my code. Why can't 
I put my own RT URL on CPAN?

There are, and they're annoying. I'm not sure if Module::Build is 
helping to address this, but I get annoyed when test fail because of 
missing non-CPAN dependencies. The installer should check for the 
non-CPAN dependencies and either install them or tell you where to 
download them (ignoring the changing URL issue)

All that being said, I still think CPAN has some merit in that it is a 
single point of call for downloading perl modules and their 
dependencies. There's annoying things in it, and if you (Tony) want to 
take Class::DBI elsewhere, I can understand that. All I ask is that you 
free the namespace to allow someone else to maintain the CPAN release.
