Bricolage and RT are applications.  Class::DBI is a library.

However, I do agree with your main point.  Authoring a module on CPAN
tends to imply that you will make subsequent releases, which is not
necessarily so good.

There is a simple solution, however: continue to not give a shit.  If
someone sends you a patch for a module which you released and aren't
using anymore, politely invite them to take over the module and let
them know this refusal is not open to negotiation.  Remind them that
Open Source is a user-driven experience and offer them a full refund
if they are not entirely satisfied.  Heck, setup an address with an
autoresponder and list it in the AUTHOR section if you really care
that little about the world at large.

CPAN was an interesting experiment and will continue to be a useful
distribution mechanism for a long time.  If you refuse to re-release
versions of CDBI to CPAN for long enough, someone else will simply do
it for you, and sadly there is nothing that you can do about it.
Eventually their version will be the one retrieved by indexers.

However, a worse sin in my opinion is not taking the time to learn
enough about how SCM systems work to allow others to see your works
in progress or be able to contribute directly as patches (to isolated
branches where appropriate) on the code base.  This is simply not
working together.  I've seen too many projects be harmed by this kind
of arrogant attitude towards authorship.  Why do you think that
you're better than everyone else?

In a sense, by insisting that you are the only person that may make
changes to a software package, you are "forking" it from the
community.  Heck, if I had such brilliant minds as Randal, Schwern,
Ask, Cwest, etc giving the offer of helping me with Tangram, I'd
open commit access quicker than you can say
"svn co svn://utsl.gen.nz/trunk/Tangram"

Newsflash: SCM works.  Get with the program and be an "open" source
developer.
