Well, that's cheating somewhat :)

But to take the Text::Template example, there isn't really any active
development of related modules there either, and it's still a well used
and obviously solid module.

An interesting example from my own CPAN directory is Business::Tax::VAT.
It's fairly simple in what it does (although it's something that I've
seen a lot of people get wrong) and I know there's a reasonable number of
users out there. It was one of the first things I ever released to CPAN,
and there hasn't been a release since 2001.

I'm actually surprised there hasn't been any need for a new release, as
all the European countries' VAT rates are hard-coded into the module.
They're in a package level hash, so users aren't stuck with them if they
change, but I've always expected that I'll make this easier to do (and
decouple the actual rates from the code slightly more), when I next
needed to make a release because someone has changed their VAT rate.
I just haven't been called up to do this yet.

This doesn't mean the module is perfect. Far from it. Looking at it
today means I'll probably change it just to add all the new EU countries
(and update Portugal's rate!). But the absence of updates doesn't mean
that the module isn't "healthy", and I don't really see any need to just
'touch' it every 6 months or so just to improve the last modified date...
